Urban Legends, VIPs, 'Arnie' Dopplegangers, Miscellaneous Kids, Animals, and The Rest.
Big Caesar - According to the Urban Legend, Big Caesar is a huge fish who has always lived in City Lake, but a Continental Shift caused him to become trapped. Arnold and Gerald once caught him, but decided to let him go. - Scott
Headless Cabbie - The "Headless Cabbie" is the main character in a tale that Arnold told. The cabbie supposedly lost his head while driving a woman around while she was looking for her lost Scotty doggie. - Scott
Monkeyman - Monkeyman is the city's resident hero. An outcast, he was made fun of by his peers for liking monkeys. He eventually became a recluse and crimefighter, though his crimefighting stopped for a time when Arnold made him want to join society.
Pigeon Man - Vincent is a mysterious character. As a kid, he was picked on by others, but found solace from the pigeons that he was fascinated with. Disillusioned with the judgmental ways of human beings, he left human society to spend all of his time with pigeons. He is able to take care of pigeons, and helped Arnold restore a carrier pigeon to health.
Sewer King - The Sewer King, as his name implies, lives in the sewers, and has rats for subjects. Unable to stand the light of day, he does not journey into the upper world, instead remaining in the sewers. He ran into Arnold and Gerald briefly, when Phil's watch got lost in the Sewer Kings domain.
Stoop Kid - Mysteriously abandoned on a stoop in infancy, Stoop Kid spent his entire life on the stoop. He terrorized other kids until Arnold discovered that he was afraid to leave his stoop. He eventually got over his fear with the help of Arnold.
Wheezing Ed - Wheezing Ed is another one of the great Urban Legends. He was known to have a secret treasure buried on Elk Island. - Scott
The Abdicator - A Schwarzenegger-like crime fighter, Abdicator was Eugene's favorite television character until he found out that Maurice, the actor who played him, was a phony and never did his own stunts. Fortunately, Maurice regained Eugene's trust by saving him. - Scott
Douglas Cain - A creepy news reporter who is reminiscent of Orson Welles, Douglas Cain appeared in the Halloween episode. He reported on what he thought was an alien invasion, but was actually a prank played by the kids in Arnold's class. - Scott
Agatha Caulfield - Agatha Caulfield is Arnold's favorite writer. She has written great classics such as "The Little House by the Dairy." When Arnold did a report on her for Mr. Simmons' class, he found out she was a mean and bitter person. She has not written a new book in ages. - Scott
Mayor Dixie - Dixie is the city's mayor.
Ray Doppel - He's not the real Dino, but an incredible simulation! Ray impersonated Dino Spumoni in a show entitled "Dino Mania", and even took over other aspects of his life. - Scott
Councilman Gladhand - Councilman Gladhand, a corrupt politician who had time for lunches with campaign donors but not for the maintenance of the city, was eventually defeated by Marty Green.
Mickey Kaline - Mickey Kaline, Arnold's favorite baseball player, is at the end of his career during the timeline of the series. Arnold goes to see his last game, and catches his last home run ball.
Ronnie Matthews - Singer Ronnie Matthews is a teen idol whose greatest fan is Phoebe. However, she is disillusioned when she meets him, finding that he is shallow and doesn't even write his own music.
Ned - The radio DJ Ned is known as Nocturnal Ned when he works at the jazz station and Nashville Ned at the country station. He is modeled after Hey Arnold creator Craig Bartlett, who also does his voice.
Pop Daddy - Pop Daddy is the star of Arnold and Gerald's favorite television show. He is sort of like a detective or a crime fighter. - Scott
Travis Randall - Travis Randall is a country music singer that sings at the "Great Old Oprey." He was going to make Mr. Hyunnh famous, but Mr. Hyunh refused because he liked his normal life best. - Scott
Revis and Jackie Lee - Revis and Jackie Lee interviewed Stinky when he became the "Yahoo Spokeskid." As you might have guessed, they are cartoon versions of TV hosts Regis and Kathie Lee. - Scott
Don Reynolds - Don was Dino Spumoni's songwrting partner. They split up, but came back together again after Arnold sang one of their songs, with Gerald accompanying him on the piano. - Angelica
Dino Spumoni - A Rat Pack-esque singer, Dino Spumoni was extremely popular when Arnold's grandparents were young. However, he is struggling to maintain his popularity, and even faked his death to make his record sales improve. Dino lived at the Sunset Arms before he became popular.
Johnny Stitches - Johnny Stitches is the creator of a new kind of clothes for a company called 'It Girl." Helga briefly modeled for the company. - Scott
Wally Gator - Wally is the star of a popular children's TV show. A bluish cartoon lizard, he is Timberly's favorite cartoon character. - Scott
Abigail - Abigail is Arnie's pet pig in "Arnold Visits Arnie". - Scott
Hilda - Hilda is Helga's double, and she acts as Helga would without her facade. Arnold comes across her as she recites poetry and quickly falls for her. However, Hilda politely turns him down; she only has eyes for Arnie.
Fifi - Fifi is Phoebe's dumb-as-rocks counterpart.
Gerard - Gerard is Gerald's opposite; he is often nervous.
Harry - Unlike Harold, Harry believes in the importance of good grooming.
Kid - Sid's double, Kid has no trouble keeping his cool.
Lulu - Lulu is the counterpart of Lila. She is Arnie's girlfriend, but when she meets Arnold, she is a little, um, forward towards him.
Rhoda - Rhoda is a complete slob and is Rhonda's double.
Stumpy - Intelligent and sophisticated, Stumpy is the counterpart of Stinky.
Campfire Lasses - The Campfire Lasses are a Scottish version of the Girl Scouts. The Chocolate Turtles that they sell are very popular. The main campfire lass is looked upon by Arnold as sort of weird, and he notes that her"accent's totally fake".
Cecile - Cecile is Arnold's French pen-pal in "Arnold's Valentine". Helga pretended to be her so she could go on a date with him. - Scott
Charice - Jamie O's girlfriend in "Jamie O in Love", Charice took advantage of Jamie O, making him do chores for her. - Scott
Cindy - Cindy is from P.S. 119 and competed against Arnold in "Fighting Families". - Scott
Danny - Danny is a little boy who got separated from his mother in "Harold's Bar Mitvah". Harold decided to be responsible and helped him find her. - Scott
Frankie G - Frankie G is a cool motorcycle-riding kid who pretended to be friends with Arnold so he would steal a tweeter for his music system. - Scott
Giuseppe and Jacques - These two racers participated in the "Grand Prix". Jacques is French and Guiseppe is Italian. - Scott
Gloria - Gloria first appeared as a fictional character in Helga's dreams. She appeared again in "Helga's Boyfriend" as Stinky's date at the movies. - Scott
Mai Hyunh - Mai Hyunh is Mr. Hyunh's daughter. He hadn't seen his daughter in many years because they were separated by a war, but were reunited on Christmas with the help of Arnold and Helga. - Scott
Jimmy - Jimmy is the son of Candy and Dino Spumoni. - Scott
Lotwait Kid - Appearing in many different guises, the 'Lotwait kid' is named and modelled after layout artist Steve Lotwait. Among other things, he stole Arnold's ball in "The List".
Patrice - Patrice is a friend of Charice and is shown in "Jamie O in Love". - Scott
Pet Shop Girl - This sarcastic teenager works at the
neighborhood pet shop in which Eugene looked for a new pet and Helga bought a
monitor lizard. - Scott
Sandy - Sandy is Summer's boyfriend in "Summer Love". - Scott
Seymour - Known as "The Disposal", Seymour was in an eating contest with Arnold. He is an eating machine and is said to have two stomachs. Arnold successfully beat him and won the contest. - Scott
Rex Smythe-Higgins III - Rex's grandson, Rex III acts as Arnold's rival, though he is much more amiable towards Arnold than his grandfather is to Phil.
Seymour Stump - Seymour cheated during a spelling bee by having is mother tell him the answers by looking them up in the dictionary and communicating with him through a little microphone in his ear. - Scott
Summer - Summer is a girl Arnold met on the beach. She pretended to like Arnold so she would win the sand castle building contest and appear on "Babewatch." - Scott
Tony B, Joey C, Philly D, and Chaz - These guys are Frankie G's friends and are a part of his gang. - Scott
Tucker Wittenburg - Tucker is Jack Wittenburg's son. He had trouble shooting free throws, but Arnold eventually taught him the proper way to shoot the basketball. - Scott

Angel - Angel is Eugene's pet Angelfish that Arnold adopted for him in the Aquarium. His life was short, for within 5 minutes of Eugene laying eyes on him, he was eaten by a shark.... Eugene was never told about this, though. - Angelica
Chester, Lester and Fester - Chester, Lester, and Fester were Arnold's pet carrier pigeons. When Chester got sick, Arnold took him to Pigeon Man, who was able to heal him. - Scott
Cupcake - Cupcake is Mrs. Ryles' cat (though she calls him Thurston). When he was lost, Harold found him and didn't want to give him back to her. - Scott
Henry - Henry was Eugene's beloved pet goldfish who Arnold killed by accident with a yo-yo. - Scott
Killer - Killer was the dog belonging to the blind man on "Das Subway". 'He' was found to be a she after she had puppies in the train; this event finally brought the occupants on the train together. - Angelica
Lockjaw - Lockjaw is an old, grafitti-collored turtle who lives in the city's aquarium. The kids in Arnold's class, who saw him when they were younger, remembered him as huge and powerful, but were let down when they saw him a second time. Gertie and Arnold eventually cleaned him up and set him free. - Scott
Monitor Lizard - Bought by Helga in
"Helga's Parrot", the monitor lizard seems to be a very difficult pet to deal
with. Helga gave the lizard to Phoebe, who took it to show and tell, where it
ended eating the parrot just before it finished reciting a poem that would give
away Helga's secret. It briefly reappeared in "Principal Simmons", where it
dragged Eugene across the floor. - Scott
Parrot - The parrot was originally bought by Big Bob. When he got annoyed with the parrot because it kept repeating him, he put it in Helga's room. After the parrot repeated a poem that Helga was saying in her sleep, it flew out the window, propting Helga to chase it all over the city until it was found by Arnold. Arnold took the parrot to school for show and tell; fortunately for Helga, the monitor lizard ate it. - Scott
Pooter - Pooter was Phil's and Mitzi's dog when they were young. They stopped talking to each other after he got run over by a car and they blamed each other. - Scott
Sidney - Sidney is Sid's pet frog and his best friend! Sid loves to play with Sidney, and even lets him crawl in his mouth. - Scott
Mr. Bailey - An employee of the Information Office, Mr. Bailey appeared in the episode "Arnold's Christmas." Though he is pretty busy, he is willing to help Arnold find Mr. Hyunh's daughter on the condition that Arnold do his Christmas shopping for him. Arnold was able to find everything but a pair of Nancy Spumoni Snow Boots, but Helga secretly helps him out by sacrificing her pair. - Scott
Madame Blanche - Madame Blanche is a fortune teller who specializes in love potions.
Dr. Bliss - Helga's psychologist, Dr. Bliss only appeared in one episode ("Helga on the Couch", of course) but is a fairly important character nonetheless. She is able to get past Helga's gruff surface, getting her to tell about her past as well as her love for Arnold.
Caesar - Caesar's seen in a bunch of episodes, though he doesn't have a set job. In "Helga Blabs It All" and "Buses, Bikes, and Subways", he is called and says "I don't know what you're talking about! Stop calling me!" He does a lot of odd jobs, like in "Love and Cheese", where he operates the ride that Arnold and Lila go on, and "Stuck in a Tree", where he operates the lawnmower. - Scott
Cap'n Jake - Jake owns a gift shop on the pier. - Angelica
Candy - Candy is Dino Spumoni's ex-wife. - Scott
Cynthia - Cynthia is the manager of pop singer Ronnie Matthews. - Scott
Mr. Feltz - Mr. Feltz runs the local grocery store in Arnold's city. - Scott
Robby Fisher - Robby Fisher is Phil's long time arch-nemesis. Long ago, they competed in a Chinese Checkers tournament, which Phil lost. When Phil played him again, Phil didn't make the same mistake as he did before, and they tied. - Scott
Floyd - Floyd ran the diner that Helga and Miriam went to in "Road Trip." He ran a Mechanical Bull Riding contest; Miriam entered the contest and, to Floyd's surprise, won the fifty dollar prize. - Scott
Four-Eyed Jack - Four-Eyed Jack used to live in the Boarding House. He lost his glasses and continued to haunt the Boarding House until they were returned to him. - Scott
Rabbi Goldberg - As you might have guessed, Rabbi Goldberg is the Bermans' rabbi. He is often shown providing guidance for Harold.
Marty Green - Marty Green is the city's butcher, and, after his defeat of Councilman Gladhand, a city Councilman.
Harvey - Harvey works as the city's mailman.
Hillary - Hilary was the lady on the train in the episode "Das Subway". She had terrible claustrophobia, which she was attempting to cure by taking the subway with her faithful doctor. - Angelica
Inge - Inge briefly worked as Helga's nanny.
Jacques - Jacques is a waiter at Chez Paris, the restaurant that 'Cecile' and Arnold go to in "Arnold's Valentine". He appears again in "Dinner for Four" when Helga takes Arnold, Gerald and Phoebe out to dinner. - Scott
Jolly Olly Man - The Jolly Olly Man is ill-suited to working with kids in the ice cream truck; he is frequently ill-tempered.
Zamboni Jones - A 'psychic', Zamboni Jones helped Arnold and Gerald figure out what to do in "Downtown as Fruits".
Jimmy Kafka - Jimmy Kafka shares a competitive relationship with his old best friend, Phil.
Leichliter - A tough elementary school play critic, Leichliter was won over by the fourth graders' rendition of "Romeo and Juliet". He later comes back to direct the musical "Eugene, Eugene".
Doug LeSham - Doug was Olga's fiancée. When Helga found out he was a bad person and liar she kept it a secret until their wedding day when she made him leave. - Scott
Boris Slaskey - Phil and Robby Fisher competed against Boris in Chinese Checkers when they were young. - Scott
Lola - Lola is a tall fashion model that Ernie liked and eventually went out with in "Ernie's Girlfriend." After one date Lola said that Ernie was too short and that she wouldn't go on anymore dates with him. However, she eventually changed her mind. - Scott
Lorraine - Lorraine was Councilman Gladhand's secretary when he was still in office. - Scott
Lucky - Lucky was the fireman who tried to get Arnold and Eugene down from a roller coaster after it stopped working. He's not very lucky, because the cherry picker he was using to save Arnold and Eugene broke, and he had to be saved as well. He later helped to get Arnold, Eugene and Harold down from the tree in "Stuck in a Tree". - Scott
Sergeant Miller - Martin Johannsen saved his life during the Vietnam War. - Scott
Nancy and Baby Oskar - Nancy is Susie's cousin, and Baby Oskar is her son. Oskar had to baby-sit him in the episode "Baby Oskar." - Scott
Madame Parvenu - Madame Parvenu is the teacher at a "Polishing School" for boys and girls. She taught Rhonda and Big Patty to be kind, courteous and polite. - Scott
Peter - Peter is Lorenzo's limo driver and constant companion. - Scott
Phil's Grandfather - Phil's grandfather was shown briefly in "Snow". He taught Phil all about having a work-ethic. - Scott
Porkpie - Porkpie is a very mysterious character. Arnold and Gerald noticed him when they were watching a tape on the computer they recorded in the park. He was acting suspicious, so they followed him and his partner Slick. Though Arnold and Gerald suspected that Porkpie and Slick would murder Marty Green, they found out that Porkpie and Slick were throwing him a surprise party. - Scott
Officer Pudney - Officer Pudney is a police officer in Arnold's city. She helped talk Harold into giving Mrs. Ryles her kitten back She was later shown in "Sid's Revenge" when Sid went to the Police Station to confess that he had killed Principal Wartz. - Scott
Sammy Redmond - Sammy Redmond appeared in "Rich Guy." Arnold saved him from being hit in the head with a hockey puck at a hockey game. After Arnold saves him, Sammy starts treating him like a son, which naturally doesn't make his real son too happy. As you can tell from the title of the episode, Sammy is rich. - Scott
Mrs. Ryles - Mrs. Ryles was the owner of the kitten that Harold found in a trashcan. He didn't want to return the kitten, but he finally had to. Harold thinks she is a "mean old lady." - Scott
Pearl Simmons - Pearl is Mr. Simmons' mother. - Scott
Slick - Slick is the friend and partner of Porkpie, the guy who threw Marty Green a surprise party. - Scott
Arnold Skelter - Arnold Skelter is Ms. Felter's fiancée. - Scott
Smitty - Smitty is Douglas Cain's assistant and a news reporter in the Halloween special. - Scott
Rex Smythe-Higgins - Phil's old rival, Rex is a wealthy blueblood who uses his money to rack up more victories against him or Arnold.
Dr. Murray Steiglitz - Murray Steiglitz has been a doctor for eighty years. He gave Grandpa Phil his first check-up in seventy years, removed Gerald's tonsils, and did an operation on Principle Wartz's nose. He is a very experienced and skilled doctor. - Scott
Nick Vermicelli - Nick Vermicelli is a float designer who was hired by Bob Pataki. He re-designed Arnold's float to look like a beeper instead of its original design. Later, he collaborated with Bob in an unsuccesful attempt to knock down the treehouse and put up a beeper store in its place. - Scott
Vic and Morrie - Vic and Morrie are two background characters who are always seen together. They are usually seen playing cards with Oskar, and are pretty disreputable types. - Scott
Mrs. Vitello - Mrs. Vitello owns the flower shop where Arnold and Gerald briefly worked.
Mr. Wacko - Mr. Wacko is the president of "Wacko Watches", a company that sells watches which are virtually indestructible. Gerald worked for him a short time, but eventually couldn't sell any more watches because he flooded the market. - Scott
Jack Wittenburg - Arnold's coach on several occasions, Wittenburg is fiercely competitive and will let nothing (except occasionally Tish) get in the way of winning.
Tish Wittenburg - Jack's on-again, off-again wife, Tish shares her husband's competitive streak, and even acts as a coach herself.
Yolanda - Yolanda is an employee at the local supermarket and is seen in "Helga's Makeover".
